Definición del puesto: Human Rights Adviser, Capacity Building Co-ordinator (P3).

Under the overall supervision of the Deputy Head, Human Rights Department, the Human Rights Adviser, Capacity Building Co-ordinator will perform the following duties:

  1. Planning, developing, implementing and coordinating capacity building programmes in the human dimension area for government authorities, national human rights institutions, human rights defenders and civil society from participating States, as well as OSCE staff in accordance with human dimension commitments;
  2. Conducting substantive research and analysis on specific topics of relevance, taking into account activities of other relevant organizations (UN, CoE, EU);
  3. Co-operating and co-ordinating training activities with the OSCE Secretariat and the OSCE Missions; assisting them in developing and delivering human rights training;
  4. Co-ordinating work in human rights education and capacity building with all relevant OSCE structures and institutions, as well as other relevant inter-governmental and non-governmental organizations;
  5. Conducting needs assessment missions through periodic visits to the field and performing internal evaluations;
  6. Identifying, justifying and designing project proposals to increase the capacity of governmental and non-governmental actors to assist in promoting increased compliance with human dimension commitments; responsible for monitoring and follow-up activities;
  7. Establishing and maintaining working relations related to capacity building and human rights education programmes with relevant international, governmental and non-governmental institutions and independent experts in order to raise awareness and promote co-operation, as well as joint activities to the extent possible;
  8. Representing ODIHR in professional discussions, conferences and meetings related to human rights training and education;
  9. Performing other duties as required, including deploying to human rights monitoring missions in situations of increased risk.

 

Requisitos:

  • A first-level university degree in law, political science, international relations, or social sciences, preferably with a specialization in human rights;
  • Education or training in training techniques/skills and communication;
  • Minimum six years of (full-time equivalent) progressively responsible professional experience in the human rights field including experience at the international level;
  • Excellent knowledge of UN, Council of Europe and OSCE human rights standards;
  • Experience in human rights training and education;
  • Experience of designing and implementing projects;
  • Experience in using digital technologies for the protection of human rights defenders;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and oral communication skills in English;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
